Russia has turned to its prison population to bolster its military forces in Ukraine, resulting in the closure of several prisons due to a significant decrease in the number of convicts. This strategy aims to optimize resources and cut costs, according to Mark Denisov, a human rights commissioner in Russia's Krasnodar region.
Impact on Prison Population
The recruitment of inmates to fill manpower gaps in the military has led to a sharp decline in Russia's prison population. Deputy Justice Minister Vsevolod Vukolov disclosed that the number of prisoners dropped from 420,000 before the conflict to a record low of 266,000.
Recruitment by Wagner Group
In addition to the Russian military, the Wagner Group has also enlisted prisoners to join the fight in Ukraine. Promising full pardons to those who survive a six-month deployment, Wagner has significantly increased its ranks. The US Department of Defense estimated that around 40,000 prisoners were serving on the frontlines under Wagner's command.
Extended Service and Conditions
Unlike traditional conscription terms, Russian prisoners fighting in Ukraine may be required to continue their service until the conclusion of the conflict. Conditional releases are offered instead of full pardons, with fighters expected to remain in battle until they are no longer fit to serve. This prolonged commitment underscores the gravity of the situation, as highlighted by accounts from individuals like Sergei, a participant in the conflict.
The utilization of inmates for military purposes not only reflects the dire needs of Russia's war effort but also raises ethical and humanitarian concerns regarding the treatment and fate of incarcerated individuals involved in the conflict.
